BID ANNOUNCEMENT - CITY OF LONOKE

The Central Arkansas Planning and Development District, Inc. (CAPDD) is seeking sealed bids for office space in the city of Lonoke, Arkansas. Office space will be utilized by the CAPDD staff for the provision of an Arkansas Workforce Center under the auspices of the Workforce Innovation and Opportunity Act (WIOA) and to house its administrative offices. Such services include application taking, testing, assessment, counseling, etc. Office space of a minimum of 7,000 square feet will be considered.


Office space will be procured in accordance with the guidelines contained in the Uniform Administrative Requirements of 2 CFR Part 200. We are seeking office space for a minimum of one year and a maximum of five years.


The following general rules apply to this bid process:

1. Normal upkeep and facility maintenance costs must be included in the sealed bid. Bidders must agree to make reasonable repairs to the facility, at no cost to CAPDD and to maintain the building interior and exterior in a reasonable condition.

2. Adequate free parking for staff and clients must be available or the cost of such parking must be included within the sealed bid.

3. Facilities must be accessible to the handicapped, including bathroom(s), hallways, entryways, etc., meeting the Americans with Disabilities Act requirements. Reserved parking slots for the handicapped must be made available within a reasonable distance from the building.

4. Facilities must be adequately heated and cooled.

5. A minimum of 7,000 square feet of usable space designed and configured for routine office functions and activities must be available for lease by the bidder. CAPDD will provide all office furnishing, e.g., desks, chairs, files, etc. The Bid Sheet and a floor plan showing the actual square footage must be returned to CAPDD in a sealed envelope. The bid requires a definite price per square foot.

6. Bidders must not be debarred, suspended or voluntarily excluded from participation in contracts involving federal funds.

7. Bidders must agree to maintain the premises as a drug free work place. Further bidders must be aware that no WIOA funds may be used for lobbying activities.

8. Any disputes arising from the selection/rejection of any bid will be resolved solely by the Executive Director of CAPDD. Written petition must be made to the Executive Director within fourteen (14) calendar days of receipt of selection or non-selection. The Executive Director will issue a written decision within fourteen (14) calendar days of receipt of the petition.

9. Bidders may not assign any interest in any contract resulting from this bid process without the express written permission of the Executive Director of CAPDD. Bidders must ensure the conflicts of interest, real or apparent, do not occur in activities undertaken pursuant to this bid process.


The Bid Sheet and a floor plan showing the actual square footage must be returned to CAPDD. The bid requires a definite price per square foot.


Bid documents should be contained in a sealed envelope, clearly marked “Confidential: FAY COX - IFB LONOKE OFFICE SPACE” and submitted to the CAPDD Administrative Office at P.O. Box 300, 902 North Center Street, Lonoke, Arkansas 72086, to arrive no later than 4:00 pm, Wednesday, April 24, 2019.

CAPDD reserves the right to reject any and all bids received. Any award will be made to the lowest bidder that is deemed to best meet the needs of CAPDD. Bids received after 4:00 pm, April 24, 2019 will be returned to the bidder unopened.


Bids will be opened at 10:00 am, Thursday, April 25, 2019 at Central Arkansas Planning and Development District, Inc. located at 902 North Center Street, Lonoke, Arkansas.
