Community & Economic Development

The Community Services Department staff of CAPDD, provides community and economic development services for Faulkner, Lonoke, Monroe, Prairie, Pulaski and Saline Counties and the cities within to help improve the lives of District residents.

 

Working with a variety of funding sources, staff members assist cities and counties with applications for grant funds, and administer the projects once they are funded. Project development, financing, management and administration are coordinated by staff to construct public works, such as industrial park infrastructure, community water and wastewater systems, rural fire departments, day care centers, senior citizen centers, recreational facilities and many more.

Our Services

The Central Arkansas Planning and Development District is committed to providing grant writing, grant management, and staff services needed by our member municipal and county governments.

 

Typical projects administered are:

  • Infrastructure improvements, such as water and wastewater treatment facilities.

  • Public facilities, such as senior centers, daycare centers, parks, walking/hiking/bicycle trails, county health units, community buildings, fire stations and storm safe rooms.

  • Economic development projects which focus on creating of jobs, typically through infrastructure improvements.

Other services include: GIS mapping, emergency preparedness, disaster mitigation, floodplain management, environmental review services, technical assistance and planning.

These services include the acquisition and implementation of grants available​.

CAPDD can produce maps for use in project development.

We have participated in a variety of programs through the Arkansas Geographic Information office, such as the Arkansas Center Line File Program, G.A.S.B. 34 inventory asset management and other specialized projects as desired by the recipients.

CAPDD is committed to providing grant writing, grant management, and staff services needed by our member municipal and county governments.​These services include the acquisition and implementation of available State and Federal grants.

Technical Assistance & Planning

CAPDD provides various grant program requirements and assists potential applicants in determining the best programs that fit their needs.​ A variety of community and economic development planning is available, including (but not limited to) FEMA Hazard Mitigation Plans, Solid Waste Management Plans, Community & Economic Development Strategies, Continuity of Operations Plans (COOP) and Disaster Recovery Plans.

MAPPING & SPATIAL DATA MANAGEMENT

CAPDD has participated in a variety of programs through the Arkansas Geographic Information office, such as the Arkansas Center Line File Program, G.A.S.B. 34 inventory asset management and other specialized projects as desired by the recipients.

ROAD CENTER LINES

The Arkansas Center Line File Program is designed to compile a standardized statewide road center line GIS map data layer that can be used by all levels of government, the private sector and individuals. One very unique aspect of the ACF Program is that there is technology transfer that allows for the data maintenance to be done at the local level. The ACF standard is a State Rule and Regulation. 

LAND USE PLANNING AND ANALYSIS

Land use analysis is a means of broadly classifying how land is used. Each type of use has its own characteristic that can determine compatibility, location and preference to other land uses in an area.  Land use mapping and related information is used to analyze the current pattern of development, and serves as the framework for the formulation of a plan for how land will be used in the future.

911 ADDRESS MAPPING AND DATA MANAGEMENT

Central Arkansas Planning and Development is responsible for mapping and the management of information for all addresses within Prairie County. This information is the primary source utilized by 911 dispatchers in the county for the routing of emergency first responders (Fire, Police and Medical).
